The 20th Czech Energy Congress is organised under the auspices of Ministry
of Industry and Trade of the Czech Republic and
Ministry of the Environment of the Czech Republic.

Pavel studied electrical engineering at the Brno University of Technology and then the economy and management of the energy sector at the Czech Technical University in Prague. In his thesis he focused on the correlation between the GHG emission trading and investments into the energy sector. Since 2005 he has been working at the Ministry of the Environment and since 2007 he has been at the position of the Director of the Energy and Climate Protection Department. Professionally he is involved in the European and national climate and energy policy and its instruments, in particular the EU Emission Trading Scheme. He is the chief negotiator representing the Czech Republic in the international and European discussions on climate policy.
